MCP Plugin Optimisation: Luna in Codex prefers using its Web Search than finding tools from Plugins. This experiment used Codex 0.166.0 with HF, Cloudflare and GitHub tool definitions loaded. With Web Search off it scans for available tools first-time - and reduces time-to-response from ~37s to ~7s.
